On 1 April 2001 the Renewable Energy (Electricity) Act 2000 came into operation. The Act established a statutory agency, the Office of the Renewable Energy Regulator, to assist the Regulator in performing the functions required by the Act. This is the second corporate plan of the agency and is for the five year period 2007 to 2011.
This corporate plan identifies the vision, mission, values, measures of success, outcomes, outputs and organisational structure of the Office.
The Act is based on one of a series of commitments made by the Australian Government on 20 November 1997 immediately prior to the international negotiations surrounding the development of the Kyoto Protocol of 10 December 1997. Three years of public policy development, consultation, drafting of legislation and Parliamentary debate followed and the Act was passed on 8 December 2000 to underwrite the international commitment.
The Act encourages additional generation of energy from eligible renewable sources. The implementation model represents a new way of meeting such a commitment by setting firm targets, identifying liable and eligible parties and using a market based tradeable renewable energy certificate to demonstrate compliance.
This Act has created major changes in the way renewable energy is being developed in Australia. Additional value can now be attached to renewable energy projects.
Over the last five years the Act has also been instrumental in demonstrating certificate based environmental trading systems can stimulate markets and emissions abatement. The concepts proposed by the original Act are now no longer novel but have been proven and are now widely emulated in other schemes not only in Australia but also overseas.
Together with my Office I look forward to the challenge of the next few years as we seek to continue to make this corporate vision a reality. The Act gives direct value to the environmental benefits from the increased renewable energy content of electricity supplies. The target is equivalent in electricity terms to the residential energy consumption of a city approximately the size of Sydney.
