Updating the Register of solar water heaters - Version 5

Call for submissions

The Office of the Renewable Energy Regulator (ORER) regularly updates the Register of solar water heaters to update the list of solar water heater models eligible to have Renewable Energy Certificates (RECs) created for them.

Industry is now invited to make submissions to update the Register of solar water heaters - Version 5.

Closing time for submissions

The closing time for lodgement of submissions is 5pm Eastern Standard Time 30 January 2009.

Late submissions will not be considered. The ORER recommends submission be lodged well before the due date so that we may review your submission and suggest changes if necessary. Incomplete submissions will be returned to the applicant and manufacturers would need to resubmit their submission in the next update.

Accreditation to Australian Standard Amendment 1 of 2712-2002

Accreditation to Australian and New Zealand Standard 2712-2002 has been a requirement for listing a solar water heater or heat pump water heater in the Register of solar water heaters since the beginning of the Mandatory Renewable Energy Target scheme. On 30 September 2005 Standards Australia published an Amendment 1 of Australian and New Zealand Standard 2712-2002 which introduced new compliance tests for solar water heater and heat pump water heaters listed in the Register of solar water heaters.

Compliance with the amended standard must be demonstrated by providing the ORER with an AS/NZS 2712 licensing schedule that identifies all models that meet the requirements of Amendment 1 of Australian and New Zealand Standard 2712-2002 issued on 30 September 2005. Models not listed in Register of solar water heaters will no longer be eligible to have Renewable Energy Certificates created for them.

Treatment of Dual Element Tanks

In line with advice to manufacturers issued on 1 December 2005, the ORER will no longer accept solar water heater models for consideration if the tanks are designed so that the bottom element may be reconnected if the bottom element has not been used to determine REC values.

Please note: Parts A, B and C of the submission forms have been updated since Version 4. Submissions will only be accepted that use the amended forms.

Following an initial assessment, submissions that are found to be incomplete will not be accepted and will be returned to applicants. Submissions that include minor errors will be returned for correction and resubmission within 14 days. No new models may be added to a submission after it is first made.

Meeting the requirements for submission

To minimise the possibility of having your submission rejected from the round please make sure you have:

  1. checked the ORER website, or contact ORER to ensure that the correct version of the ORER methodology has been used to determine REC values;
  2. ensured that all systems listed in both Part C and any models listed in the current version of the Register of solar water heaters meet Amendment number 1 of Australian and New Zealand Standard 2712-2002 as in force on 30 September 2005 and are aware that any systems not meeting AS/NZS 2712:2002/Amdt 1:2005 will be removed from the Register of solar water heaters;
  3. ensured that the model names listed in your Australian/New Zealand Standard 2712:2002 licensing schedule are exactly the same as those listed in Part C: Spreadsheet - List of solar water heater models submitted with your submission. Models will be rejected in submissions where the model name listed in the AS/NZS 2712 licensing schedule does not match the model name listed in Part C precisely;
  4. supplied a hard copy of parts A and B with each page initialled by the applicant;
  5. supplied a hard copy of Part C: Spreadsheet - List of solar water heater models with each page initialled by the applicant; and
  6. supplied hard copy and electronic copy of your Australian and New Zealand Standard AS/NZS2712:2002 licence schedule(s) issued by an accredited body. Your AS/NZS2712:2002 schedule must list each solar water heater model you wish to have listed in the round AND must include any models you require to remain listed in the Register of solar water heaters. Models not listed in your AS/NZS 2712:2002 schedule will be removed from the Register of solar water heaters.

Meeting the requirements for an audit of your REC values

The ORER will audit all complete submissions to check their eligibility under the legislation and other ORER procedures. In order to meet the requirements of the audit phase of the listing process please ensure that you are able to supply the following information on demand:

  1. electronic copies of all the TRNSYS.DCK files for models listed in Part C of your submission;
  2. electronic copies of collector test reports for all models listed in your Part C; and
  3. enough information to fill out the relevant product description sheet if necessary for all models listed in your submission.
